ಪಶುಪಾಲನೆ, ಹೈನುಗಾರಿಕೆ ಮತ್ತು ಮೀನು ಸಾಕಾಣಿಕೆಯಂತಹ ರೈತೋದ್ಯಮಗಳ ಪ್ರಧಾನ ಅಭಿವೃದ್ಧಿಗಾಗಿ ಕರ್ನಾಟಕ ಪಶುವೈದ್ಯಕೀಯ, ಪಶು ಮತ್ತು ಮೀನುಗಾರಿಕೆ ವಿಜ್ಞಾನಗಳ ವಿಶ್ವವಿದ್ಯಾಲಯವನ್ನು ಕರ್ನಾಟಕ ರಾಜ್ಯಪತ್ರದಲ್ಲಿ ಫೆಬ್ರವರಿ 23, 2004ರಲ್ಲಿ ಪ್ರಕಟಗೊಂಡ ಕರ್ನಾಟಕ ಕಾಯ್ದೆ ಸಂಖ್ಯೆ 9, 2004 ರಂತೆ ಸ್ಥಾಪಿಸಲಾಗಿದೆ. ವಿಶ್ವವಿದ್ಯಾಲಯವು ಏಪ್ರಿಲ್ 1, 2005ರಿಂದ ಕಾರ್ಯಾರಂಭ ಮಾಡಿದೆ. ಕರ್ನಾಟಕದಲ್ಲಿನ ಪಶುವೈದ್ಯಕೀಯ, ಪಶುವಿಜ್ಞಾನ, ಹೈನುಗಾರಿಕೆ ಮತ್ತು ಮತ್ಸ್ಯ ವಿಜ್ಞಾನಗಳಲ್ಲಿನ ಶಿಕ್ಷಣ, ಕಲಿಕೆ, ಸಂಶೋಧನೆ ಮತ್ತು ವಿಸ್ತರಣಾ ಶಿಕ್ಷಣ ಹಾಗೂ ಗ್ರಾಮೀಣಾಭಿವೃದ್ಧಿಯ ಧ್ಯೇಯವನ್ನೊಳಗೊಂಡ ತಂತ್ರಜ್ಞಾನಗಳನ್ನು ಹಳ್ಳಿಗಳಿಗೆ ವರ್ಗಾಯಿಸುವ ಜವಾಬ್ದಾರಿಯೊಂದಿಗೆ ಸ್ಥಾಪಿಸಲಾಗಿದೆ.

ರೈತಾಪಿ ಜನರ ಅಭ್ಯುದಯವೇ ವಿಶ್ವವಿದ್ಯಾಲಯದ ಮುಖ್ಯ ಉದ್ದೇಶವೆಂಬುದನ್ನು ಸಾರಿ ಹೇಳುವ ‘ಗ್ರಾಮ್ಯಮುಖಿ – ರೈತಸ್ನೇಹಿ’ ಎಂಬ ಧ್ಯೇಯವಾಕ್ಯವನ್ನು ವಿಶ್ವವಿದ್ಯಾಲಯವು ಹೊಂದಿದೆ. ಪ್ರೊ.. ಆರ್. ಎನ್. ಶ್ರೀನಿವಾಸಗೌಡರವರನ್ನು ಮೊಟ್ಟಮೊದಲ ಕುಲಪತಿಗಳಾಗಿ ನೇಮಿಸಲಾಯಿತು. ಇವರು ಸೆಪ್ಟಂಬರ್ 2004ರಿಂದ 9 ಫೆಬ್ರವರಿ 2008ರವರೆಗೆ ಕಾರ್ಯ ನಿರ್ವಹಿಸಿದರು.
